Why Filipino founders need a US LLC
The Philippines does not appear anywhere on Stripe's official availability page; only India and Indonesia carry preview status. Several formation services state that Stripe Philippines is "invite-only preview" and cite a Stripe legal page for it — that page is dated June 2017 and names a Stripe entity that no longer handles this. It is a stale artifact, not evidence. If a competitor tells you Stripe PH is available on request, check Stripe's own country page before you buy anything.
PayMongo's own documentation states it accepts Visa and Mastercard payments denominated in US dollars and then automatically converts the amount to PHP at the current exchange rate — and USD acceptance requires requesting access from their team. So you can price in dollars, but the money arrives as pesos with a conversion taken out.
InstaPay and PESONet are domestic peso systems. They work well for Philippine customers and do nothing for a founder collecting from customers in the US or Europe who expect to pay a US business.
US procurement teams, marketplaces and affiliate programmes are built around paying a US company with an EIN and a W-9. For agencies and freelancers billing US clients, that is a recurring point of friction a US LLC removes.

Stripe supports US businesses holding an EIN through normal self-serve signup. A Wyoming LLC with an EIN is the ordinary, legitimate route Filipino founders use to reach it — a real US company you own.
The BSP Manual of Regulations on Foreign Exchange Transactions states the BSP supports residents' legitimate outward investments, and residents may invest offshore without prior BSP approval when funding from their own foreign-currency sources. Unlike some countries, the constraint here is commercial rather than regulatory — that is a genuinely favourable starting position.
