Worth knowing before you choose
The publication requirement is the whole story. Within 120 days of formation you must publish a copy of the articles, or a notice, in two newspapers — one printed weekly and one daily — designated by the clerk of the county named as the LLC's office in your articles. It runs once a week for six successive weeks, after which you file a Certificate of Publication with the printers' affidavits and a $50 state fee. You cannot choose a cheaper county: it must be the county in your articles, and Manhattan means New York County. The newspapers are private businesses setting their own rates, and no government source publishes them — figures circulating for New York County run into four figures, but every one of those comes from law firms and formation services rather than the state, so treat them as estimates rather than facts. New York's Department of State also publishes no standard processing turnaround; online filings are acknowledged quickly, and expedited handling starts at $25.

It applies to foreign LLCs registering in New York as well as domestic ones.
What does publication actually cost?
