Remittance inflows must convert to cedis the same day

The Bank of Ghana has directed that remittance settlements be made in Ghana cedis through designated settlement accounts at universal banks, with foreign currency inflows converted to cedis on the same day at exchange rate benchmarks the central bank prescribes. You do not get to decide when to convert, or at what rate.

The January 2026 IMTO rules tightened the channel further

Bank of Ghana's new framework for International Money Transfer Operators restricts them strictly to inward, person-to-person remittance, and prohibits outbound transfers, forex trading and investment services unless expressly authorised. Payment providers including Paystack have held funds while adapting to the new requirements — worth knowing before you route business revenue through that channel.

Stripe's Ghana coverage is Paystack, not Stripe

Stripe's own availability page lists Ghana under extended network, which means Paystack. It is a real product and a useful one, but it is not Stripe: no Stripe Billing, no Checkout, no Connect, and not the global card coverage an international SaaS business is designed around.

There is no US–Ghana tax treaty

Ghana does not appear on the IRS list of countries with a US income tax treaty in force, which affects withholding on US-source income. It is a concrete reason to get cross-border tax advice rather than assuming your position matches a founder in a treaty country.

Can I just use Paystack instead of forming a US company?

For selling to Ghanaian customers, Paystack is a good answer. For selling internationally it is a different product from Stripe — Stripe lists Ghana under extended network, which routes to Paystack rather than giving you a Stripe account. If your pricing page depends on Stripe Billing, Checkout or Connect, a Ghanaian entity will not get you there.

Do the new Bank of Ghana remittance rules affect my business revenue?

The January 2026 IMTO guidelines govern inward person-to-person remittance and require settlement in cedis with same-day conversion. Business revenue through other channels sits under different rules, but the direction of travel is clear and providers have already held funds while adapting.
