The Wise exit is the fact most sites miss
Wise withdrew full service from Turkish residents in May 2023 for regulatory reasons. Formation guides written before that โ and plenty written after โ still list Wise as a straightforward option for Turkish founders. It is not, and finding that out after you have paid for a company is an avoidable annoyance.
Mercury is open, which puts Turkey ahead of most of this list
Turkey does not appear on Mercury's prohibited-countries list. Compared with founders in Nigeria, Pakistan, Vietnam or Indonesia, that is a materially better starting position for the banking step.
Decree No. 32 governs contracting, not company ownership
Turkey's Decree No. 32 restricts foreign-currency denomination in contracts between Turkish residents and was amended again in March 2025. It shapes how you contract and move money domestically; it does not prohibit owning a company abroad. Treat any summary of it, including ours, as a starting point for advice โ it has been amended in 2018, 2022 and 2025.
Worth knowing before you buy
Turkish tax residents are taxed on worldwide income, and foreign dividend income is taxable above an annual threshold with a partial exemption available in some circumstances. The banking step being easy does not make the tax position simple โ those are separate questions and the second one needs Turkish advice.
