The rupiah settlement rule is statutory
Xendit states in its own help centre that it cannot settle merchants in USD, and the reason is Bank Indonesia Regulation 17/3/PBI/2015, which mandates rupiah for transactions conducted within Indonesian territory. This is not a limitation Xendit chose, which is also why no competitor will solve it for you locally.
Banking is the other constraint here
Indonesia is on Mercury's prohibited-countries list, so the US banking step is harder than in Egypt or Turkey. Relay does not exclude Indonesia and Payoneer serves it. Read the banking page before assuming where the money will sit.
